In New Orleans, there were 157 murders last year.

There was one conviction.

so..what does that tell us? All the witnesses are dead?

It tells us a number of things. But the overarching thing it tells us is that civil society has broken down there. Witnesses are afraid to come forward for fear of reprisals. The criminal justice system is dysfunctional. The police department is dysfunctional. And the lunatics are running the asylum. Gangs and thugs rape, murder, and pillage openly without fear of the law, because the law is too busy soliciting bribes and being bag men for the drug dealers. The politicians are too busy siphoning off Federal aid and stuffing it in their freezers. That leaves the law abiding citizens to fend for themselves.
