FedEx has the benefit of operating as an air carrier, while UPS has to operate under railroad carrier - giving FedEx a competitive edge on a variety of issues. Where UPS is limited to their common carrier restrictions in air parcel delivery, FedEx has no restrictions when they compete against UPS in ground delivery.
UPS has been trying to level the playing field ever since I worked for them in the 90's; I'm sure they have been at it since FedEx arrived on the scene.
And both UPS and FedEx are at a disadvantage competing against USPS in ground and air delivery. USPS has subsidized their air service with 1st class mail profits for years.
